The Energy Efficiency and Conservation Act (EECA) 2024 is Malaysia’s first legislation dedicated to promoting energy efficiency and energy conservation.

EECA 2024 was introduced by Suruhanjaya Tenaga (Energy Commission) & replaces the Efficient Management of Electrical Energy Regulations (EMEER) 2008. It introduces new requirements for energy consumers, energy managers, energy auditors, and energy-using products.

The Energy Efficiency and Conservation Act (EECA) 2024 came into force on 1 January 2025.

EECA 2024 applies primarily to energy consumers whose annual energy consumption exceeds the prescribed threshold, which is 21,6ooGJ within twelve (12) consecutive months.

Companies that fail to comply with the Energy Efficiency and Conservation Act (EECA) 2024 may face fines of up to RM50,000, depending on the nature of the offence.

In addition to financial penalties, the Energy Commission (Suruhanjaya Tenaga) may impose corrective actions and other regulatory measures.

Common violations include failing to appoint a Registered Energy Manager (REM), failing to submit Energy Efficiency and Conservation (EE&C) Reports, and not complying with mandatory energy audit requirements.

Organizations are encouraged to proactively implement an Energy Management System (EnMS) and ensure compliance to avoid unnecessary risks and penalties.
